The municipalities in the department of Lima have implemented vehicular parking lots in commercial areas, offering citizens the possibility to use them for free for periods ranging from two (02) to three (03) hours, depending on the specific district. This initiative requires municipalities to have the appropriate human and financial resources to supervise and manage these parking spaces. As a result, in some districts, the economic viability of this measure is compromised. This study introduces the implementation of an information system designed to automate the detection of vehicles parked for extended periods in commercial areas of a district in Lima. To achieve this goal, an effective combination of YOLOv5 technology and Optical Character Recognition (OCR) is employed. This system not only contributes to cost optimization for the entity, achieving a recovery rate of 2.1 for every sol invested over a 4-year period, but also relies on an architecture validated by a specialist in Systems and ICT. This architecture places high availability and information security as fundamental pillars of the project. Finally, the system achieves a remarkable accuracy of 91.43% in the recognition of vehicle license plates compared to actual plates.
