The Antonio Lorena Hospital in Cusco is a crucial pillar for the region, being one of the main level III-1 healthcare centers in southern Peru. Its importance lies in its ability to provide specialized and highly complex services to a vast population, not only in Cusco but also in surrounding regions. The first selection process for the preparation of the Technical File at the execution and equipment level of the hospital was carried out in 2011 under the framework of the State Procurement Law. It went through three subsequent selection processes under the same law, due to nullity declarations of the award, cancellation of selection processes, and contract resolution, resulting in an unfinished project. In 2020, the Peruvian government decided to complete the construction of the Antonio Lorena Hospital, declaring the contracting of the service for technical assistance in the execution of the hospital project as of national interest. It authorized Government to Government contracts for the mentioned service, which was ultimately signed with the Republic of France. This research aims to evaluate the efficiency of the international procurement process under the foreign State's Technical Assistance; specifically, whether the G2G Contract achieved a more agile selection process, with greater negotiation capacity and quality offers.
