Mr. Dean of the FACULTY OF ECONOMIC, ADMINISTRATIVE AND ACCOUNTING SCIENCES, through you we put in your consideration and reach our research work so that it is known by the gentlemen of the jury, This research work has been motivated by the experience that we observe in the Regional Government, specifically in the supply area, where a relationship between the MYPES and the State could be established, in the tasks of order related to the functional tasks of the process of acquisitions of goods and / or services. It is the case that the participation of the MYPES in this process of commercial relationship with the State is due to the imposition of the so-called “laws to promote the MYPES”, legal provisions that are intended to promote two substantive aspects, which are: 1) The formalization of these companies so that they can be incorporated into the economic circuit; and 2) Stimulate its growth and economic development. However, we have observed that such legal and operational sponsorships in favor of these companies do not occur in the expected terms, since the response of the MYPES to having to formalize it does not seem convenient, because operating in an “underground economy“, the It frees you from control, supervision and above all from the requirement of having to periodically declare your income and having to pay taxes to the State; on the other hand we have the aspect of facing the bureaucratic procedures, which are required as minimum requirements to have to formalize and thus just be able to obtain the credential of “State provider“. Various aspects of a structural order (normative / operational / functional) have been identified and determined in which the State itself is not capable of avoiding its slowed down procedures, on the other hand, the same internal management as the Supply Area of the Regional Government presents internal procedures that are discouraging for those who wish to link with that body. These two factors are definitely not facilitators for the MYPES to formalize and then link economically with the State. All these aspects, only those that have motivated us to carry out this investigation, which we hope will contribute to expose a real situation to the community.
