The present report describes the research that relates variables: effects of centralism and obstacles to civil regulation in the context casuistry of the Aymara peasant communities in the border region of Puno. The study analyzes in their significant components the question problematic and a body of hypotheses, in response, guessing that there is a high negative correlation between the two fundamental variables, the same as is found in the methodological empirical verification process, while initially targets are met proposed research. The descriptive method and level of applied correlational research allowed us to obtain results that led to the formulation of a legislative proposal thus fulfilling finally the applicative part of the study. For the descriptive part we use the following techniques: a) document review of the legislation relating to the first and second variables in order to appropriate indicators; b) a survey of the judges of the Judicial District of Puno, located in the Aymara space; c) a structured interview with the representatives of peasant communities instrument; d) a scale with evaluative indexes applied to the law enforcement agents in the same area; d) an attitude Likert scale applied to judges. The data obtained from a non-probability sampling, organized, classified, statistically tabulated and graphed in the analytical process led to the results confirm the hypothesis body of the study.
