In the diagnosis of the state of implementation of quality management in the construction sector in Peru, it has been shown that final inspection controls predominate (Alfaro 2008, 86) likewise it is found that organizations that apply quality management in their processes, require determining the priorities so that they allow to achieve the objectives set objectively. The way to determine priorities is done through efficient decisions that will increase the chances of achieving better quality and productivity indices (Santelices, Carlos; Herrera, Ricardo; Muñoz, Felipe 2019). In this sense, it is intended to develop the decision-making analysis approach, seeking to optimize quality management through the efficient use of management tools recommended by the PMBOK management guide, sixth edition, through the AHP multi-criteria decision methodology. Having carried out the prioritization study of the tools for the quality management stages, evaluations of the tools for each company have been obtained. This result is obtained because the objectives pursued by each organization are unique. Therefore, the tools to achieve their objectives are specific to each company. Based on the prioritization of tools to be used, the Proposal for multi-criteria optimization of quality management is presented based on assigned resources and the sixth edition PMBOK guide, for the three stages of quality management. The process has been validated through the control of the consistency of the decisions made, obtaining a consistency index of less than 10 % for all the decisions made, in the analysis of each criterion analyzed.
