This research study develops the analysis of how the competences of the directors and managers of projects, in charge of Public Investment Projects (PIP) of infrastructure and the quality of the technical files of engineering prepared for the execution of the projects, impact significantly in order to obtain the success of projects whose contractual modality are contracts of the type Engineering, Procurement and Construction - EPC, hereinafter, the EPC contracts. The research identifies a problematic reality related to the perception of a high number of unsuccessful public projects and focuses on two fundamental factors that would directly influence the success of these projects: the capacities of project managers and human resources and the quality of the technical files represented in the quantity and the classification of the modifications. The study focuses on projects awarded through EPC contracts due to the fact this is the modality intensively used by public sectors that are managed and operated entirely by the Peruvian State, such as: Agriculture, Health, Education, Housing, Construction and Sanitation, in order to mitigate the risks associated with the projects. The study uses global statistics, supervision analysis of the Contraloria General de la Republica and definitions of project concepts from the Fundamentals Guide for Project Management PMBoK® (A Guide to the Project Management Body of Knowledge). The research methodology was chosen considering the nature of the information available and analysable. The investigation is non-experimental of the cross-causal-causal type. Units, indicators, data collection and processing, population are determined and the representative sample is selected. The definition of success and the indicators that will classify the successful projects of the sample to measure the impact of the variables are considered. The analysis shows the relationships between the proposed variables: management skills and qualified personnel directing these projects in the face of obtaining successful projects and the degree of modifications of technical files prepared by contractors with successful projects. The results allow the verification and confirmation of the hypotheses proposed and strategic guidelines are proposed to increase the success rate of this type of public projects.
