The objective of this research is to improve the purchasing and contracting process of an oil company in order to contribute to greater efficiency in the management of resources such as time and costs. This begins with the description of the company's activities, whose main business is the refining, marketing, distribution of oil and derivatives. The purchasing and contracting area is made up of three processes: Expansion Process, Direct Adjudication and Bidding. In this sense, the study focuses on the purchasing processes due to delays in the management of procurement requirements, there is also a basic control system, so one is looking for a way to identify the traceability of the processes. In order to better understand the processes, the average time of the actual execution of the processes that exceed the times established in the purchasing regulations of the company is identified and then the analysis of costs is made. Subsequently, the theoretical framework is developed as a basis for improving the process. With all the above, we already have the complete analytical panorama of the situation of the processes, as well as their times and costs; with which we proceed to identify the activities that present high times and based on this analysis, the simplified flowcharts of the improved processes are proposed, as a solution methodology and a more complete control system which allows to determine the traceability of the processes. Then the operational and economic impact is determined according to the optimized time, the simplification of activities and the savings obtained. Finally, the thesis concludes that with the improvement of the purchasing and contracting process, time and costs are reduced, developing more efficient processes; that allow providing a quality service to the internal and external user, based on engineering criteria.
