This research proposes to develop a methodology to develop a plan for the management of infrastructure projects considered in the Multi-annual Investment Program (PMI) and whose budget execution of the public investment project is directly from the local government with a budget credit certification , Method of contracting by public tender under the system of contracting to a lump sum established in the regulations of Contracts with the State; Based on international standards according to the PMBOK of the Project Management Institute in each one of the areas of knowledge that allows to contribute in the local government with the management of infrastructure projects identifying the scope, cost, time, risks in the different phases of the plan of Project (to prevent possible disputes in conciliations and administrative arbitrations), as well as the identification and assignment of responsibilities of the direct and indirect stakeholders with the project. For the case study, the methodology was implemented in the local government of the Molina District Municipality specifically for the management of the infrastructure project “Road improvement of Av. Melgarejo, a stretch between Av. Universidad - Ca Aruba, Distrito de La Molina, Province and Department of Lima.“ With the objective of establishing a necessary guide based on the application of the PMI for the project management expressed in different areas of knowledge: Scope, Time, Costs, Quality, Risks, Human Resources, Communications and Stakeholders; Considered in four main phases
