This thesis is intended to determine whether the expansion and improvement projects declared viable by the National Public Investment System (SNIP) can explain significantly the efficiency gains (technical / technological, scale) of regulated electricity distribution companies (under public administration) during the period 2002-2007. To this end, the present study an analysis of public investment projects declared viable by the SNIP and comparative analysis of the performance of the electricity distribution companies under public administration, in that period. This assessment is relevant not only because we are more than a decade since SNIP was formed and since the beginning of the regulation of electricity distribution services in Peru, but also because investment projects have been declared viable assuming that these were the best alternative solution to a problem and turn resulted priority development of electric distribution companies, however, it can be seen that almost all of them dispense optimization analysis as well as the supply of one consistent determination of social benefits (by not considering the social benefit that involves providing the service at a lower cost to society as a whole), which can significantly affect the technical validity of the study (in relation to the relevance and social profitability of the project) and the prioritization of projects (in business and in the industry). In that sense, this study aims to (from an ex post evaluation of investment projects declared viable by the National Public Investment System in the period 2002-2007) to contribute to the development of a methodology and a set of indicators that to measure ex ante the impact of investment projects in the efficiency of electricity distribution companies under public administration, hoping that this in turn this will contribute to the analysis of the relevance and social profitability of investment projects by the System Public Investment.
