Implementación de un sistema de gestión de seguridad basado en la Norma OHSAS 18001:2007 en la planta de fierro habilitado de la empresa SiderPerú en el año 2017

Abstract

En el Perú existe un considerable porcentaje de personas que sufren de una enfermedad ocupacional o han sufrido un accidente laboral que, si bien es cierto en distinto nivel de gravedad, todas son personas afectadas por un evento o consecución de eventos que pudieron haberse evitado. Las diferentes causas, inmediatas o raíces, tiene su origen en la gestión efectiva de la Seguridad y Salud Ocupacionales en las distintas empresas. En el presente proyecto de mejora se abordará esta problemática enfocada a la planta de Fierro Habilitado de la empresa SIDERPERÚ, teniendo como fin principal la implementación de un Sistema de Gestión de la Seguridad y Salud Ocupacionales que sirva, en primera instancia, como la nueva perspectiva en lo que a materia de requisitos se necesita para lograr un ambiente de trabajo seguro y agradable para sus colaboradores, pero que además permita establecer y formalizar las directrices necesarias para encaminar la mejora de la productividad de los distintos procesos de la planta. El presente trabajo ha hecho énfasis en obtener un resultado positivo esperado presentando la problemática, así como el marco conceptual necesario para entender algunos términos relacionados al proyecto, luego se ahonda en la forma que tendrá la solución propuesta, presentando los objetivos, resultados, metodologías a usar y el alcance que tendrá este proyecto; principalmente, se muestra la parte técnica del proyecto que refiere más a la solución enfocada en los controles operacionales y el punto de vista estructurado de la implementación bajo la norma OHSAS 18001:2007. Finalmente, se discute acerca de cada uno de los resultados que se han obtenido, mencionando las observaciones identificadas en el transcurso del desarrollo de la implementación de este proyecto y se describen las conclusiones obtenidas tras finalizar el mismo; así como también, las recomendaciones y trabajos futuros que lo complementarían.

In Peru, there is a considerable percentage of people who suffer from an occupational disease or have suffered a work accident that, although it is true in different levels of severity, all are people affected by an event or achievement of events that could have been avoided. The different causes, immediate or root, have their origin in the effective management of Occupational Health and Safety in the different companies. In the present project of improvement this problematic one will be approached focused to the plant of Enabled Fierro of the company SIDERPERÚ, having like main aim the implementation of a System of Management of the Security and Occupational Health that serves, in first instance, as the new perspective In terms of requirements is needed to achieve a safe and pleasant work environment for its employees, but also to establish and formalize the necessary guidelines to direct the improvement of productivity of the various processes of the plant. The present work has emphasized obtaining an expected positive result presenting the problem, as well as the conceptual framework needed to understand some terms related to the project, then delves into the form that the proposed solution will have, presenting the objectives, results, methodologies to use and the scope that this project will have; mainly, the technical part of the project that refers more to the solution focused on the operational controls and the structured point of view of the implementation under the OHSAS 18001: 2007 standard is shown. Finally, each of the results that have been obtained is discussed, mentioning the observations identified during the development of the implementation of this project and describing the conclusions obtained after the end of the same; as well as recommendations and future works that would complement it.
