This investigation arose from the observation of the in the main headquarters of the Cajamarca’s Regional Government problematic situation, it has a quantitative approach, applied purpose, longitudinal design and is non-experimental. The starting point was the elaboration of the “Baseline”, evidencing the absence of prevention and control measures for hazards and risks. Consequently, the main objective was to elaborate the proposed implementation of SGSST based on Law No. 29783 using the Deming Cycle, and was developed taking account the organizational structure, infrastructure, procedures, human resources and economic resources of the institution, for achieve it. With the active participation of the hierarchical levels, the explicit documentation in the Law was elaborated and finally the cost-benefit analysis was carried out, obtaining that for each S / 1.00 invested in the implementation will save S / 3.10 in costs of penalties, fines or the occurrence of work’s accidents. Thus, it is stated Peruvian legal provisions on OSH will be fulfilled, as well as preventing and controlling risks by improving working conditions and, consequently, unnecessary economic losses will be avoided.
