Going through different historical stages, each city undergoes changes based on the needs of its population and expansion; however, they are not always carried out in accordance with an urban development plan. This uncontrolled growth added to other factors such as the different decision-making of governments and environmental conditions can cause serious problems in its urban structure; one of them being the formation of “urban voids“ within the city and its subsequent consequences expressed mainly in the deterioration and insecurity in the neighborhoods. This research analyzes this urban phenomenon, its different causes and the relation that it has with urban insecurity and the quality of public space in Pro-Lima urbanization in Los Olivos; in addition to proposing a possible solution at the urban architectural level to regenerate these “voids” that; just as they mean a problem, they can also represent a potential opportunity and play a leading role within the city. The proposal comprises two dimensions: physical-spatial and social. In the physical-spatial dimension, the aim is to improve and integrate the cities within the study sector through the regeneration and reactivation of it’s urban voids, and interconnecting multiple spaces through the incorporation of services, mobility, accessibility and public equipment prioritizing the urban life of the pedestrian. Within the social dimension, it is intended to strengthen community ties through interaction and social exchange between the inhabitants through convergence spaces and facilities equipped with various services. Emphasis is placed on the design of a Community Development Center as a space that seeks to promote the feeling of belonging in the group with the purpose of involving them in solving their problems, thus creating more organized, participatory and safe communities.
