ABSTRACT In the hydraulics’ laboratory of the Universidad Privada del Norte Cajamarca, whose activities are focused on the development of practices for careers in Civil Engineering and Mining engineering, is exposed to a variety of risks, and may be the case that increase the severity of an event by not having enough equipment, materials or staff trained to respond to emergency and minimize it. You could see a significant deficiency in the processes of security both in the field of signals, as in the use of PPE. In addition, it is clear that there is not a culture of security, and only manages a basic system of prevention, focusing primarily on first aid and emergency response. This thesis presents a comparison of the compliance level of the P.H.V.A cycle of the international standard OHSAS management security system executed in the UPNC Hydraulics Laboratory - 2017. The comparison is done with the purpose of establishing a level of compliance represented in a percentage value, and that this in turn can show a possible deficiency in the P.H.V.A cycle applied to the hydraulics laboratory. The proposal of the occupational health and safety management system based on OHSAS 18001 would provide a series of steps that will serve as a backup in the comparison and level of compliance on security for Northern private university programs. To achieve a comparative study, identified the requirements for each stage of the cycle P.H.V.A: policy, planning, implementation and operation, checking and Revision. Once identified these requirements, develops on the basis of them a management system of occupational health and safety applied to the laboratory in study for a better approach. All variables are identified and obtained the indicators for each of the phases of the cycle of continuous improvement to the comparison between the elaborate system of management and actual cycle proposed by the UPNC. The analysis of each part of the cycle is intended to break down it into variables, and these in turn into sub variables, in order to achieve show each of the indicators, which are subject to different tools that allow you to process them as information. The indicators are subject to specific tools such as lists of specific interviews, observation, verification (check list), etc. The information collected is analyzed in order to show a value of compliance with respect to the PHVA cycle based on the OHSAS 18001 standard requirements. Raises a possible 50% compliance among the security P.H.V.A. cycle used by the laboratory of hydraulics on the P.H.V.A. cycle proposed by the OHSAS 18001 system. The results obtained allow to sort each of the indicators with their respective compliance positive or negative, to finally set a final value of completed items and express the fulfilment as a percentage; showing in this way that the difference between real security program applied to hydraulic laboratory based on OHSAS 18001 with respect to proposed by such standard is 59%. Which leads to the conclusion that the development of the P.H.V.A cycle based on the OHSAS 18001 standard is a great tool at the time of the comparison, and the processing of variables shows that met most of the items in safety, but a gap of 49% very important there is that at any time you can see evidenced in any incident a material loss or some fatal accident.
