This research proposes the construction of an underpass at the FAP Elías Olivera roundabout, located on the Pan-American South Highway in the district and province of Ica, to reduce traffic congestion. Initially, the issues contributing to congestion at the intersection were identified: the conflict between heavy and light vehicles, long queues, and prolonged waiting times. Subsequently, a design for an underground underpass exclusively for light vehicles was developed, facilitating routes from south to north and north to south. To validate the current model, a Student's t-test was conducted and Cronbach's coefficient was calculated, comparing the simulation results with real traffic data obtained through drone-recorded videos during the field visit. Then, the proposed underpass model was constructed using VISSIM V.9 software, and the simulation results showed a significant reduction in queue lengths and waiting times. It is concluded that the proposed design is feasible and effective in mitigating vehicular congestion at the FAP Elías Olivera roundabout. With the new design, queues are eliminated at the south-to-north access, and a 71.95% reduction in waiting time is achieved on one of the routes from north to east. The implementation of the underpass and continuous traffic monitoring based on collected data and observed performance is recommended. Additionally, it is suggested to extend the analysis to other critical intersections in Ica to improve overall urban mobility.
