Resource constraint is the most important issue facing the pavement management sector; therefore, time and cost efficiency in maintenance and rehabilitation are the most significant factors. With the budget allocated to the pavement management system (PMS), there needs to be effective utilization of resources. To do this, an innovative approach needs to be taken by using a drone that will be responsible for optimizing the time and cost of pavement data collecting for the application of the PCI method. Also, to plan the maintenance and rehabilitation process in order to optimize the costs and time required, a road network map is prepared in ArcGIS software. Such process is defined as the pavement management system (PMS); therefore, the approach would allow the institutions in charge to allocate resources in the most efficient way. This research demonstrates the application process of the innovative method according to the optimization of time and cost factors. The objective was to obtain the percentage of optimization in the collection and optimal evaluation of the pavement to achieve the best values of time and cost by using the drone. After carrying out the work, it was found that implementing the use of the drone reduces the data collection time by 40% and the cost by 34%. Finally, after applying the PCI method, a road network map was obtained using ArcGIS software.
