This research aims to provide a propose for the optimization of Clean Production Agreements, which are voluntary environmental management instruments that encourage companies to improve the productive and environmental conditions of their processes, making them more eco-efficient to migrate towards a circular economy that allows achieving sustainable development. Clean Production Agreements have been implemented in Peru since 2018, and even though there are regional experiences since the beginning of 2000, it is observed that the Peruvian regulations present barriers by allowing its implementation only to companies that belong to the manufacturing industry and internal trade sector or have related goals to the efficient use of materials and solid waste management. Therefore, it is intended to identify the main limitations and incentives that companies perceive when signing and executing a Clean Production Agreement; as well as assess how necessary it is for each productive sector to have its own technical procedure for signing. Finally, it is proposed to analyze the regulatory and institutional framework for the implementation of Clean Production Agreements in Peru, through an exploratory and descriptive analysis, and a comparative approach to the adoption of these instruments in Chile and Colombia. Furthermore, recommendations are proposed to improve the technical framework linked to the promotion, subscription, execution, monitoring and recognition of compliance with the Clean Production Agreements, so that it motivates more companies to sign this agreement and that it is accessible to any organization in the country.
