The objective of this research work is to propose a model for improving cost management in the execution of highways under the Minimum Yields mechanism, taking as a case study the project “Improvement of the Neighborhood Road that joins the towns of Ocalli and San Juan from the district of Ocumal, province of Luya, Amazonas”. The research presents an applied type of methodology, explanatory level, and quasi-experimental design. It is verified that by applying the table of Minimum Performance of equipment and machinery of the Ministry of Transportation and Communications MTC with Ministerial Resolution No. 001-87-TC/VMT and Legislative Decree No. 398, of the Public Sector Budget Law for 1987, together with the reference hourly costs of the MTC in force since January 2020, it is possible to reduce the direct costs of the project by 21.82%, which shows a saving of S/ 1,183,755.53. Likewise, when applying the average market hourly costs to the project, direct costs decrease by a similar percentage of 22.07%, with a saving of S/ 1,197,140.26. In this sense, it is possible to conclude that the Minimum Returns mechanism optimizes the management of the cost of the project. Finally, the Minimum Yield Contracting System for equipment and machinery rental services is proposed and the use of the proposed mechanism for the preparation of Technical Files of road projects is recommended in order to ensure compliance in the execution phase.
