Climate change in recent times has caused alarming concern throughout the world, since as a consequence atypical phenomena originate in different places and one of its effects is shortages and water insecurity in Peru. Based on the need to increase the water resource specifically in the high Andean areas, the philosophy of SIEMBRA Y COSECHA DE AGUA (SYCA) is promoted, with the construction of dams in qochas with the objective of storing and regulating this resource, through of the Sierra Azul Fund Executing Unit of the Ministry of Agrarian Development of Peru, who has the power since 2017 to formulate, execute and liquidate investments. However, because it is a new executing office with the aforementioned powers, in 2018 there were many management deficiencies in the administrative and technical part, both in the formulation and in the execution of projects, they lacked technical-administrative management flows and the existence of the uncertainty about the next planning of formulation, execution, hiring of technical-administrative personnel for both phases, about reports of technical evaluations of execution, in others. For this reason, the present work was identified, evaluated and proposed alternatives for the improvement of process flow in the technical-administrative procedures of the formulation and execution phase in the period of 2018-2020, managing a focus of continuous improvement, reducing or eliminating activities that do not generate value, to improve the variability in investments and thus be able to reduce uncertainty. Regarding the formulation, the identification of the importance of an efficient investment portfolio was improved through the management process flows, which will serve as the basis for the hiring and close planning of technical-administrative personnel, taking as data the result of the labor income of the personnel involved and the time it takes to formulate and approve the investment with a resolution act. Regarding the execution phase, since the 2018-2020 period, the uncertainty of physical culminations in the planned time has been reduced to 100%, a result reflected by the changes in the planning of the technical-administrative staff according to the number of interventions. In this sense, it is recommended to continue monitoring, monitoring and training all those involved in the two phases of interventions to obtain encouraging results.
