In actuality, the term “disabilities“ has been redefined as “different abilities“, due to the fact that the limitations (physical and intellectual) have been compensated by the development of other abilities, such in the case of people with Down´s syndrome. It is nevertheless true that in Peru, their education is one of it's major limitations they posses for their autonomous development, being that the imposed solution by the state are inclusive, but not integrated. What is the difference between inclusive and integrated policies?, why is it necessary that the state guarantees an equality in opportunities for people with Down syndrome? The Down´s syndrome population has been the least favored despite the countries economical progress, disregarding their needs. Which is why it is important to shine a light in this matter, generating a bigger awareness and guidance to new alternatives in resolving a matter least focused like this one. Peruvian civil code ignores people with Down syndrome as self-employed citizens, taking away their labor rights contract, this happens even though in the last 20 years their quality of life has improved and its been proven that their intellectual disability is low, which is why the main objective is to create an infrastructure that will bring necessary information whom which guarantees that they will access the labor market; a specialized center will give people with Down syndrome access to superior education. In addition, it will not only bring knowledge but also develop their special abilities, which will in the end provide more resources and career alternatives as they enter the employment market.
