The objective of this work was to propose the expansion of article 9 of Law No. 29719, whose purpose of the article did not comprehensively cover allstate authorities regarding the protection of the rights of children and adolescents, therefore , the expansion of said article would also cover authorities such as the National Police, the Public Ministry, trained personnelin schools in the face of any bullying situation; Thus, the Ombudsman's Office would not only be limited to monitoring acts of bullying, because it would be reduced to a single entity of competence, when necessary, due to the high numbers of bullying in our country; for that reason, our proposal is delivered with the sole purpose of safeguarding and protecting the rightsof all minors, for the benefit of improving as a society. Finally, it is concluded that, since thereare very high numbers of harassed school minors, the State must carry out a regulatory expansion in Law No. 29719 based on the Code of Children and Adolescents and the principleof the Best Interest of the Child, and with this guarantees respect for minors against harassers, whose victims are the most vulnerable people.
