This paper describes the design and implementation of the Virtual Service Desk System for the District Municipality of San Miguel, whose purpose is to optimize the management of documents and facilitate the registration of procedures remotely. This system responds to the limitations that arose during the COVID-19 pandemic, where health restrictions affected face-to-face service and highlighted the need for a digital alternative. The system allows citizens to submit their documents and requests online, streamlining response times and ensuring continuity of municipal services. The solution is organized in three layers: the application layer to process requests and validate documents, the business layer to organize roles and workflows, and the technological layer that supports the infrastructure in servers and an Oracle database. The use of the SCRUM framework has facilitated agile and efficient development, thus ensuring the correct execution of the planning, design, development, testing and deployment phases. The system is expected to increase user satisfaction, reduce time and costs, and provide accessible and efficient document management. In addition to responding to the need to digitize procedures, the system lays the groundwork for future technological modernization projects in the municipality. In summary, the implementation of this system marks a significant step towards the modernization of municipal management, promoting digitalization and guaranteeing the continuity and efficiency of public services despite adverse situations.
