The problem of this study focuses on ESSALUD, which experienced an increase in budget execution during the years 2020 and 2021, reaching 100% due to the pandemic. In 2019, differences were recorded between planned income and expenses and in 2022, there was a surplus of income and 101% execution, but lower spending than budgeted. Therefore, the objective was to propose the improvement of administrative processes to obtain optimal budget execution in ESSALUD. Regarding the methodology, it is established that it is quantitative and non-experimental, a sample of 58 ESSALUD workers is selected through stratified sampling, to whom a validated questionnaire is applied (through expert judgment), reliable (through Cronbach's alpha) and administered virtually. Obtaining as results that the late approval of the POI, restrictive technical requirements, deserted or null selection processes, and the work environment impact the budget execution of ESSALUD; Likewise, the study of the regulatory framework suggests the need to improve budgetary processes, including the proposal to adopt a Results-Based Budgeting model; and, finally, the improvement proposal for ESSALUD was prepared, focusing on the early approval of the POI and the improvement of the selection processes; Its implementation will require the commitment of senior management and the participation of staff to continually improve the budget execution of ESSALUD services.
