Abstract: Se propuso la realización de un PLAN RECTOR Y DISEÑO CONCEPTUAL DE
RED DE CICLOVÍAS PARA EL DISTRITO DE PIURA con el propósito de determinar la
aceptación o no de la implementación del sistema de BICICLETA PUBLICA como un medio
alternativo de transporte en las áreas urbanas del distrito de Piura provincia de Piura.
Si bien la metodología propuesta de un Plan Rector y Diseño Conceptual de Red
de Ciclo vías es aplicable en cualquier ciudad, para efecto de este trabajo y como caso de
estudio se eligió el Distrito de Piura.
Previo al planteamiento de la metodología se investiga la situación actual del
transporte público, privado y en especial como poder implementar las ciclovías para lograr
así fomentar la utilización de la BICICLETA con sus beneficios y posibles desventajas;
considerando la Reglamentación y Normas Técnicas existentes.
además, consideramos los fundamentos de la Ingeniería de Tránsito e Ingeniería
de Transporte, y partiendo de la investigación de las ENCUESTAS DE MOVILIDAD que,
en general, permiten obtener información del comportamiento en cuanto a desplazamientos
de la población y herramientas de análisis de sus tendencias para la planificación de la
movilidad en los diferentes territorios, estudiaremos las Encuestas de Preferencias,
DECLARADAS Y REVELADAS, con sus experiencias a nivel nacional e internacional, lo
que permite que el presente trabajo esté fundamentado en una base teórica y legal
coherente.
El procedimiento de aplicación de la METODOLOGÍA PROPUESTA y que se
utilizó en el caso de estudio, comprende en síntesis tres etapas: Análisis y Diagnóstico;
Desarrollo y Aplicación; y, Evaluación y Estadística, para terminar con Conclusiones y
Recomendaciones
Al iniciar se determinan los OBJETIVOS DEL ESTUDIO, se realiza el DISEÑO
DE LAS ENCUESTAS con las preguntas orientadas a obtener la información para lograr
esos objetivos; se define la ZONA DE ESTUDIO en base a la población del distrito de Piura,
uso de suelo y los sitios donde existe más desplazamientos hacia el centro de la ciudad, los
que nos orientara para determinar los circuitos de ciclovias que se pueden proponer en el
plan rector y diseño conceptual de la red de ciclovias.
En la etapa siguiente, una vez desarrollado y probado el diseño de las encuestas se
definió el TAMAÑO DE LA MUESTRA, número de encuestas a realizarse o personas a
encuestar, en la cual se consideró la Población de la Zona Definida, el Porcentaje de
Confiabilidad y el Porcentaje de Error Permitido; para aplicar las encuestas, TRABAJO DE
CAMPO, se designó el número de encuestadores y se desarrollaron las encuestas en días y
horas laborables; realizadas estas, fueron recolectadas, CONTABILIZADAS y sus
resultados CODIFICADOS e ingresados en la base de datos para su posterior
EVALUACIÓN
En la última etapa, se procedió al ANÁLISIS y DETERMINACIÓN de
CONCLUSIONES, para conocer no solo cuántos encuestados existieron de la muestra
utilizada sino cuántos del total de la población de la zona elegida estarían de acuerdo o no
con la implementación del plan rector para la red de ciclovias en el distrito de Piura.

Prior to the proposed methodology, the current situation of public transport is investigated, in particular how to implement the Cycle Lanes in order to promote the use of the BICYCLE with its benefits and possible disadvantages; considering the existing Regulations and Technical Standards. In addition, we consider the foundations of Transit Engineering and Transport Engineering, and starting from the research of MOBILITY SURVEYS that, in general, they provide information on the behaviour of population movements and tools for analysing trends in the planning of mobility in the different territories, We will study the Preferences Surveys, DECLARED AND REVEALED, with their experiences at national and international level, which allows the present work to be based on a coherent theoretical and legal basis. The procedure of application of the PROPOSED METHODOLOGY, which was used in the case of the study, comprises in synthesis three stages: Analysis and Diagnosis; Development and Application; and, Evaluation and Statistics, to conclude with Conclusions and Recommendations. In the first stage, the OBJECTIVES OF THE STUDY are determined, the DESIGN OF THE SURVEYS is carried out with the questions aimed at obtaining the information to achieve these objectives; the STUDY AREA is defined on the basis of the population of the district of Piura, land use and the sites where there are more displacements towards the city center, those that will guide us to determine the cycling circuits that can be proposed in the master plan and conceptual design of the cycling network. In the next stage, once the design of the surveys has been developed and tested, the SAMPLE SIZE, the number of surveys to be carried out or the persons to be surveyed, in which the Population of the Defined Area was considered, the Percentage of Reliability and the Percentage of Error Allowed; to apply the surveys, FIELD WORK, the number of pollsters was designated and the surveys were developed in working days and hours; carried out, they were collected, COUNTED and their results CODED and entered in the database for subsequent EVALUATION. In the last stage, we proceed to the ANALYSIS and DETERMINATION of CONCLUSIONS, to find out not only how many respondents there were in the sample used, but how many of the total population in the chosen area would or would not agree with the implementation of the master plan for the Piura district cycling network.
