The objective of the present work is to elaborate a proposal to improve the management of the area of formulation of pre-investment and investment projects framed within the Invierte.pe system, for which the rules and directives in force in the matter were analyzed, on the other Side, the level of management in the area of project formulation of a group of entities was analyzed in detail, which, according to the regulations, includes the Office of Multi-annual Investment Programming (OPMI), the Formulating Unit (UF) And the Investment Executing Unit (UEI) with the Technical Records Unit, this analysis was made taking into account the following aspects: amount allocated for investment projects in 2017 for each entity, proportion of projects formulated in plant and by third parties Both in the pre-investment and investment phases, as well as the performance of personnel, the annual training hours received by the projects In the areas of UF, OPMI and UEI, the average range in terms of monthly remuneration for design professionals, as well as staff satisfaction with respect to the work environment. In order to establish the level of management, in terms of the current planning of the entities studied, it was investigated whether or not they have a strategic portfolio of projects, in addition, if they have clearly defined their infrastructure gaps and finally, if Is that they have the proper standardization of their datasheets. Regarding the implementation in terms of its equipment, both the UF, OPMI and the UEI, the degree of implementation in terms of human resources, equipment and internal management documents was investigated. A question related to the practice of knowledge management was formulated to determine whether feedback is being made with respect to the projects previously executed and that the invierte.pe raises as part of the process. After the analysis carried out during the execution of the present research work, a proposal has been made to improve the management of the project formulation area both in the pre-investment and investment phases framed within the Invierte.pe system. Likewise, important conclusions have been made, among them, that in general the proposal will contribute to a more efficient use of state resources earmarked for public works within the stages of the Invierte.pe system, making future projects successful as Is defined by the good practices of construction management. Not only does public procurement take place in conditions of openness and transparency, it not only favors a more competitive, fair, egalitarian and participatory market, but also guarantees spaces of citizen participation capable of generating added value to initiatives for the promotion and development of public works Which can be carried out by public bodies. By allowing access to large volumes of documentation, with clarity and in formats that facilitate their reuse, B2G (Business to Government) tools, also called business with the state, provide the appropriate inputs to raise quality standards in the processes of Purchase and public policy decisions associated with such acquisitions. Likewise, the expeditious availability of the public information corresponding to the procurement procedures can translate into improvements in efficiency and effectiveness in public nt.
