Sanitation engineering projects arise from the need to improve the coverage of basic services in cities and rural areas. These projects have aspects in common: the engineering components (water treatment plants, pumping stations, household connections, among others), and therefore, the types of environmental impacts to be mitigated, corrected and/or prevented will be similar, while the differences are related to the level of social participation, the areas of environmental influence and the legal physical sanitation of the areas where the components would be located. The present work is a comparative analysis to determine the importance of the level of civil society involvement and legal physical sanitation during the execution of semi-detailed environmental impact studies for the improvement and expansion of water supply and sewerage services in La Mar-Ayacucho and Islay-Arequipa. Through the use of the thematic matrix elaborated based on the terms of reference approved by the competent authority, we can organize the common topics and analyze the information. After this phase we will be able to see the relationship between citizen participation and acceptance of the project as a result of the work of the social advance team and citizen participation in the meetings, as well as see that the main problem in the legal physical sanitation lies in the ownership of land. By compiling the findings through the proposed guide, the recommendations are grouped in three moments of the elaboration of environmental impact studies: before, during and at the end of the execution of the files, additionally a checklist with twelve (12) recommendations is elaborated as a didactic tool, which as a whole will serve as a tool for future sanitation projects.
