The present research paper was written by compiling, contrasting and analyzing the existing information regarding the Directorate-General of Rural Electrification’s (DGER, original acronym in Spanish) investment management of rural electrification in different regions of Peru, carried out through Electricity Distribution Companies (EDEs, original acronym in Spanish). After research, the final results show that the DGER does not fulfill its role of monitoring neither the physical nor financial progress of public works investment projects. What’s more, the EDEs neglect their duty of submitting updated information of said projects to the DGER, which in turn derives into a situation in which there is no intercommunication between the DGER, the EDEs and INFOBRAS concerning the projects’ actual progress. These factors negatively affect the statistics needed about closing the gap in rural electrification, which are necessary to reach the goal of achieving 95% of electricity coverage in rural areas by the end of 2023, as stated in the Rural Electrification National Plan 2021-2023 (PNER, original acronym in Spanish). A sample of 18 of the most relevant agreements signed by the EDEs regarding rural electrification investment through financial transfers between the years of 2017 and 2021 was collected. The research method applied for this paper consisted of different data-compiling techniques, including interviews with professionals in the field to research, comparison and analysis of information obtained from DGER, EDEs and INFOBRAS.
