During the last years our country, it was proposed to reduce poverty among the whole population, mainly during the government of Ollanta Humala and the increase of social programs so that in this way the living conditions of the vulnerable population can be improved, through these programs social, it seeks to reduce poverty through the income of the population. However, pillars for the development of the population, such as education and health, are left aside. During the last year, monetary poverty increased by 5% in the province of Cusco, the area in which the present investigation is carried out, demonstrating that, as indicated by CEPAL, to fight against poverty, monetary income is not enough, but rather to strengthen pillars fundamental for the population as education and health, both pillars in addition to income are determining factors of poverty of a population. The province of Cusco during the last year went from having 20.40% of the poor population during 2016, to having 25.20% of the poor population. According to the National Institute of Statistics and Informatics, this increase in poverty was atypical since during the last years the province of Cusco, was constantly reducing the poverty indexes, driven mainly through the income of the population. However, during the last year several social problems occurred, which affected the population's income, which translated into an increase in monetary poverty. However, as indicated by the United Nations Organization, CEPAL and the Nobel Prize for Economics Amartya Sen, in order to ensure the adequate development of the population, it is vitally important to improve education and health conditions so that human capital can develop over time. term and improve their living conditions, leaving aside the dependence generated by social programs since these social programs do not provide a fundamental solution to the problem of monetary poverty. Then, based on the approaches that the UN gives us, CEPAL, the fundamental pillars that determine the poverty of a population are: income, for the case of the present research expressed in per capita income, education, expressed through government spending in education, through the percentage of PIB, and finally health, through an indicator such as the malnutrition rate, which indicates the degree of healthy nutrition that a population has. These 3 fundamental factors mentioned above will help us determine the level of poverty of a population and formulate measures that can strengthen the pillars of education and health, which are needed in the province of Cusco. With the development of this research, we arrived at the conclusions of the social and economic characteristics of the population of the province of Cusco, directly affecting the level of monetary poverty. Per capita income, the increase of investment in monetary poverty, that is, has an inverse effect on monetary poverty, in other words, per capita income increases monetary poverty is reduced. When analyzing the variable, the malnutrition rate, the account that the effect is in the same direction, that increases the levels of malnutrition, the monetary poverty will also do so. However, when analyzing the education variable, we can see if we have an inverse effect on monetary poverty and improved education, the levels of monetary poverty decrease, mainly the fundamental education for the development of the fundamental basis. population.
