State institutions, seen from the perspective of governance, should appreciate the organizational principles as any company and has a need to be increasingly effective to meet the demands of the population in relation to the various services to be provided. Citizenship requires that the state provide and / or facilitate live in safe and without violence. That's always been the problem, which is why in July 2002 the Forum of the National Agreement gave citizenship 29 Long term policies being pertinent to mention two of these state policies: Eradication of Violence and Strengthening of Citizenship and Public Safety (7th.); and Affirmation of an Efficient and Transparent State (21 th.). In this thesis, that studies the Police Division - 1 Lima Cercado (Lima Police Region) Sections of Criminal Investigation (SEINCRIs) of the 10 stations that depend on this police unit be investigated, because of the general problem , low levels of motivation and the limited effectiveness of the services provided, is the most representative of that problem. Of the 120 police officers who work in SEINCRIs it has removed a non-probabilistic intentional sample type 93 people who were interviewed them with questionnaires that have allowed knowing the impact of motivation in their daily work they perform. The results are positive because it has allowed to validate the hypothesis of the variables; Independent: Motivation and dependent: Effectiveness, demonstrating that there is direct relationship between Motivator and Factor Health Factor (Motivation) indicators Process indicators Operating and Administrative Processes (Effectiveness). As a model of human contribution based management understand and comprehend the police officer before the impressive scaffolding impose laws, regulations, directives and orders that must perform with efficiency, effectiveness is proposed; especially effective, which is the focus of this thesis. From there they will generate motivation strategies. The conclusions and recommendations are set in this regard.
