The Doing Business project led by the World Bank, first announced in 2002, analyzes and compares the standards which regulate the small and medium-sized companies activities along their life cycle. This project has been investigating the indicators of 189 economies from different parts of the world which affect 10 areas of a company life cycle. That is how this research takes as a model the Doing Business methods and applies them to Huamanga Province, with the objective of measuring the standards impact in local small and medium-sized companies through their indicators, as there is no formal research aimed at this place. With the information obtained at fieldwork, compared with cabinet information through standards and laws, it is intended to determine the existent gap between them considering time and money, as Huamanga is compared with other economies such as Lima and the best ones of Colombia and Spain. This thesis has the objective to inform and determine from five indicators, which are Businness start-up, property registry, compliance of contract, energy obtaining and building permit, improvements to current regulation, considering that this province has the potential to obtain a higher growth that generates a revival of its economy. Currently has small businesses, highlighting trade, but is not exploiting agriculture, tourism is paralyzed and have not set up larger businesses. It concludes with recommendations that can be taken into account by the authorities and people involved in the generation of norms, with the purpose of making it a competitive city, with formal and sustainable businesses
