Currently, Lima city’s structure gives priority to the motor vehicle. This kind of city has environmental, economic and social impacts that affects tragically to the population. The 18th block of Universitaria avenue, where is located the Pontifical Catholic University of Peru, does not escape of this reality. Some years ago, the municipality of Lima removed a pedestrian access connected with the principal door of the university. Consequently, the goal of this project promotes the change of the urban model in benefit of motorized vehicles to a model that gives priority to undergraduate student mobility. Therefore, it applies Albert Bandura´s social learning theory and the urban mobility approach of the authors Carlos Dextre and Paul Avellaneda. This theoretical framework proposes the following variables: environmental, in order to change the place, where the pedestrian walks and accesses to the institution; personal, to promote knowledge about the poor design of the city; and behavioral, to advise how to behave in the city’s current model. Finally, the research evaluates three hypotheses. First, the design of the city is the result of the political decision of the municipality without the participation of authorities and students PUCP. Second, the students PUCP have a lack of mobility culture that allow them to criticize about the urban design. Third, the university does not implement communication campaigns about road safety.
