Resumen: La seguridad alimentaria es un concepto ideado para enfrentar las tasas de desnutrición dentro de países en desarrollo, en este contexto, las instituciones de investigación agrícola cumplen un rol fundamental como moldeadoras del desarrollo del sector agrario a través de la creación, transferencia y aplicación práctica del conocimiento en forma de tecnología agrícola. En el Perú, la institución pública designada a cumplir este objetivo es el Instituto Nacional de Innovación Agraria (INIA), sin embargo, existen factores que limitan su operatividad, entre estos, su poca presencia institucional en algunos departamentos del país y la falta de infraestructura adecuada, tales como laboratorios, campos de experimentación y talleres de capacitación. La propuesta de esta tesis se presenta como un ente adjunto al INIA que complementa la red de laboratorios de investigación con los que cuenta la institución e incluye oficinas de extensión agrícola para reforzar el vínculo con el agricultor local; finalmente, la propuesta se ubica en Ancash, departamento con poca o nula presencia del INIA, aunque con gran número de productores agropecuarios, y se establece dentro del Valle de Culebras, un valle de agricultura emergente pero con alto potencial para la industrialización.
Food security is a concept designed to address malnutrition rates within developing countries, in this context, agricultural research institutions play a fundamental role as shapers of the development of the agricultural sector through the creation, transfer and practical application of knowledge in the form of agricultural technology. In Peru, the public institution designated to fulfill this objective is the National Institute of Agrarian Innovation (INIA, by its initials in Spanish), however, there are factors that limit its operation, among these, its low institutional presence in some departments of the country and the lack of infrastructure appropriate, such as laboratories, experimental fields and training workshops. The proposal of this thesis is presented as an entity attached to the INIA that complements the network of research laboratories that the institution has and includes agricultural extension offices to strengthen the link with the local farmer; finally, the proposal is located in Ancash, department with little or no presence of the INIA, although with a large number of agricultural producers, and is established within the Culebras Valley, a valley of emerging agriculture but with high potential for industrialization.
