The present thesis is based on the field of Transportation and Traffic Engineering, in the corridor defined by the streets of Ayacucho and Belén, in the city center of Cusco. This corridor has representative characteristics of Cusco city’s historic center’s streets, this also presents conflicts in the traffic flow by the intense activity and business in the area and the large amount of pedestrians. Several high schools and public entities are placed around the area of analysis. The corridor does not have an optimal mechanism to allow the improvement of traffic, generating continuous delays. That is why the need arises to perform the determination of the base saturation flow rate, in order to obtain a value that allows an optimal analysis of the level of service and delays at signalized intersections, especially at the middle of the historic center of Cusco. To determine the base saturation flow rate in the Ayacucho-Belén corridor the application of the HCM 2010 methodology was used. The base saturation flow rate in the Ayacucho-Belén corridor is not as high as theoretically suggested by the Highway Capacity Manual 2010. This work details the calculation of this parameter and suggests a better estimation of delays and level of service.
