La influencia del programa de incentivos en el manejo de residuos sólidos domiciliarios en el marco de la Ordenanza Municipal N° 13 - 2019, en el distrito de Santiago, Cusco, periodo enero – marzo del 2023

Abstract

El trabajo de investigación intitulado “LA INFLUENCIA DEL PROGRAMA DE INCENTIVOS EN EL MANEJO DE RESIDUOS SÓLIDOS DOMICILIARIOS EN EL MARCO DE LA ORDENANZA MUNICIPAL N° 13 - 2019, EN EL DISTRITO DE SANTIAGO, CUSCO, PERIODO ENERO – MARZO DEL 2023”, tuvo como objetivo principal, en qué medida ayudaba el programa de incentivos como herramienta que ayuda a resarcir de alguna manera los daños de los gases de efecto invernadero y su impacto en el medio ambiente, para tal fin la implementación de este programa fue dado junto a los manejos de residuos domiciliarios tal programa no solo tiene un fin con el medio ambiente sino también con el de las personas, ya que todo esto acarrea, el derecho a una calidad de vida, derecho a la salud, derecho a un ambiente sano, etc. Basándonos en esto el trabajo de investigación consiste en cuan eficaz es la ordenanza municipal N° 13-2019, para tal fin se entrevistó a trabajadores que laboran la municipalidad, al gerente general, ingeniero ambiental, bióloga, abogado y en la limpieza pública, recolectores de basura, recolectores del reciclaje, quienes ayudaron en brindar la información sobre la respuesta que tienen los vecinos del distrito de Santiago-Cusco frente a este programa de reciclaje, se aplicó tanto también la técnica de la observación para identificar en cuanto influye el programa de incentivos para que se realice de manera eficaz el recojo de residuos domiciliarios; asimismo identificar los fundamentos jurídicos nacionales pertinentes a mejorar la mecánica y perspectiva del manejo de residuos ya que también se trata como el de un valor de un recurso económico, sin embargo en los resultados basados en las entrevistas se pudo dar en conclusión que pese a haber un programa de incentivos para el manejo de residuos sólidos domiciliarios las personas se ven ajenas hacia esta actividad como derecho y deber por tener una calidad de vida y vivir en un ambiente más sano, así también la debida importancia y mejoras en el desarrollo de esta actividad no se está dando como tal por lo que el programa es ineficiente en cuanto a su implementación. En consecuencia, se plantearon recomendaciones que buscan brindar mejoras en el ejercicio de estas labores, tanto del personal como de la población.

The research work entitled "THE INFLUENCE OF THE INCENTIVE PROGRAM ON THE MANAGEMENT OF HOUSEHOLD SOLID WASTE WITHIN THE FRAMEWORK OF MUNICIPAL ORDINANCE N° 13 - 2019, IN THE DISTRICT OF SANTIAGO, CUSCO, PERIOD JANUARY - MARCH 2023", had as main objective, to what extent the incentive program helped as a tool that helps to compensate in some way for the damage of greenhouse gases and their impact on the environment, for this purpose the implementation of this program was given together with the management of household waste, such a program not only has an objective with the environment but also with that of people, since all this entails the right to a quality of life, the right to health, the right to a healthy environment, etc. Based on this, the research work consists of how effective municipal ordinance No. 13-2019 is, for this purpose, workers who work in the municipality, the general manager, environmental engineer, biologist, lawyer and in public cleaning, collectors were interviewed. of garbage, recycling collectors, who helped provide information on the response that the residents of the Santiago-Cusco district have to this recycling program, the observation technique was also applied to identify how much the recycling program influences incentives for effective household waste collection; Likewise, identify the national legal foundations relevant to improving the mechanics and perspective of waste management since it is also treated as the value of an economic resource, however, in the results based on the interviews, it was possible to conclude that despite having an incentive program for the management of household solid waste, people are alienated from this activity as a right and duty to have a quality of life and live in a healthier environment, as well as the due importance and improvements in the development of this activity It is not happening as such, which is why the program is inefficient in terms of its implementation. Consequently, recommendations were made that seek to provide improvements in the exercise of these tasks, both for staff and the population.
