Afiliación al sistema de pensiones de los guías de turismo de la Red Camino Inka de la ciudad del Cusco - periodo 2016.

Abstract

El presente trabajo de investigación titulado: Afiliación al Sistema de Pensiones de los Guías de Turismo de la red Camino Inca de la ciudad del Cusco - periodo 2016, desarrollado en la provincia de Urubamba. La investigación desarrolla la variable afiliación al sistema de pensiones, existiendo en el Perú dos regímenes pensionaron que son: El sistema Nacional de Pensiones (ONP) y el Sistema Privado de Pensiones (AFP), la investigación tendrá énfasis en el Sistema privado de pensiones utilizando de complemento el Sistema Nacional de Pensiones. En la ciudad del cusco y como consecuencia al incremento acelerado de la actividad turística en los últimos años, se ha podido observar que existe gran cantidad de guías de turismo que laboran sin ningún tipo de seguridad social por parte de sus empleadores debido a la actividad que realizan son considerados trabajadores independientes por esta razón ellos personalmente deben velar por su seguridad previsional y la de su familia, realizando aportes voluntarios al sistema de pensiones de su elección. Sin embargo las estadísticas nos indican que solo existe un 15,60% del total de trabajadores independientes que aporta a un sistema pensionario, lo que sin duda es una cifra alarmante para los intentos equívocos del estado peruano por crear un conocimiento previsional en los trabajadores.

El principal objetivo fue identificar los factores que limitan la afiliación al de los guías de turismo, se planteó como hipótesis general que la falta de conocimiento previsional repercute negativamente en la afiliación al sistema de pensiones de los guías de turismo.

En el marco teórico se citó los siguientes conceptos: conocimiento previsional, los sistemas de pensiones, las obligaciones y derechos de estar afiliado, los trabajadores independientes y sus obligaciones tributarias, la red de camino inca y la labor que desarrollan los guías de turismo; se mencionó también la Ley de Reforma del Sistema Privado de pensiones sus modificaciones y sus derogatorias. El tipo de investigación desde el punto de vista cognoscitivo tiene la finalidad de describir como es el conocimiento previsional y como es la situación actual de afiliación al sistema de pensiones de los Guías de turismo de la Red de Camino Inca de la ciudad del Cusco.

Para el desarrollo de la investigación se utilizó la técnica recolección de datos mediante el instrumento de la encuesta que sirvió como fuente de información para cumplir los objetivos planteados. El presente trabajo de Investigación nos ha permitido determinar que uno de los factores que limitan la afiliación al sistema de pensiones de los guías de turismo de la red de camino inca viene a ser la falta de conocimiento previsional que posee este sector de trabajadores independientes, representado en sus indicadores que son la falta de capacitación previsional, conciencia previsional y prevención previsional.

In the city of Cusco and as a result of the accelerated increase in tourist activity in recent years, it has been observed that there is a large number of tourism guides who work without any kind of social security by their employers due to the activity that Perform are considered independent workers for this reason they personally must ensure their social security and that of their family, making voluntary contributions to the pension system of their choice. However, statistics show that there is only 15.60% of the total number of self-employed workers that contribute to a pension system, which is undoubtedly an alarming figure for the misguided attempts of the Peruvian state to create a workers' pension knowledge.

The main objective was to identify the factors that limit the affiliation of tourism guides, it was considered as a general hypothesis that the lack of social security has a negative impact on the affiliation to the pension system of tourism guides.

In the theoretical framework, the following concepts were mentioned: pension knowledge, pension systems, obligations and rights to be affiliated, independent workers and their tax obligations, the Inca road network and the work developed by tour guides; The reform of the private pension system was also mentioned as amended and repealed. The type of research from the cognitive point of view has the purpose of describing how is the previsional knowledge and how is the current situation of affiliation to the pension system of the Tourism Guides of the Inca Trail Network of the city of Cusco.

For the development of the research, the data collection technique was used through the survey instrument that served as a source of information to meet the stated objectives. In this way it was possible to conclude that the factors that limit the affiliation are the lack of social security training, social security awareness and social security.
