Gestión del conocimiento y efectividad en la ejecución del proyecto: mejoramiento y ampliación de la prestación del servicio de seguridad ciudadana y serenazgo en el distrito de San Sebastian, provincia del Cusco, período 2021-2022

Abstract

La gestión del conocimiento es un proceso clave de la Política Nacional de Modernización de la Gestión Pública, genera ventajas competitivas y permite alcanzar adecuados niveles de efectividad en la ejecución de proyectos de inversión pública. Por ello, eltrabajo de investigación pretende determinar como la gestión del conocimiento influye en la efectividad del Proyecto “Mejoramiento y Ampliación de la Prestación del Servicio de Seguridad Ciudadana y Serenazgo en el Distrito de San Sebastián, Provincia del Cusco, período 2021-2022”. La investigación tiene un enfoque cuantitativo, el diseño es no experimental y el niveles descriptivo-explicativo, la muestra fue censal, conformada por el personal técnico delproyecto. La recolección de datos, se realizó mediante el análisis documental de los informes de valorización mensual para calcular la efectividad en la ejecución del proyecto; asimismo, seaplicó la encuesta con la finalidad de obtener información sobre la variable de gestión delconocimiento. Según el procesamiento y análisis de datos, la gestión del conocimiento, alcanzó unresultado medio en las dimensiones de creación, almacenamiento y transferencia, así como, deaplicación y uso del conocimiento. Por lo tanto, tiene influencia en el nivel de efectividad delproyecto “Mejoramiento y Ampliación de la Prestación del Servicio de Seguridad Ciudadana y Serenazgo en el Distrito de San Sebastián, Provincia del Cusco”, que reveló resultados deineficacia e ineficiencia, obteniendo la calificación final de inefectivo.

Knowledge management is a key process of the National Policy for the Modernization of Public Management, it generates competitive advantages and makes it possible to achieve adequate levels of effectiveness in the execution of public investment projects. For this reason, the research work aims to determine how knowledge management influences the effectiveness of the Project "Improvement and Expansion of the Provision of the Citizen Security and Serenity Service in the District of San Sebastián, Province of Cusco, period 2021-2022". The research has a quantitative approach, the design is non-experimental and the level is descriptive-explanatory, the sample was census, made up of the technical staff of the project. The data collection was carried out through the documentary analysis of the monthly valuation reports to calculate the effectiveness in the execution of the project; Likewise, the survey was applied in order to obtain information on the knowledge management variable. According to the processing and analysis of data, knowledge management achieved an average result in the dimensions of creation, storage and transfer, as well as the application and use of knowledge. Therefore, it has an influence on the level of effectiveness of the project "Improvement and Expansion of the Provision of the Citizen Security and Serenity Service in the District of San Sebastián, Province of Cusco", which revealed results of ineffectiveness and inefficiency, obtaining the qualification ending of ineffective.
