The present research work entitled “THE MOROSITY AND DETERMINING COMPONENTS IN THE BREACH OF PAYMENT OF LOANS GRANTED BY THE MUNICIPAL BOX AREQUIPA, AGENCY SAN SEBASTIÁN DISTRICT OF SAN SEBASTIAN PROVINCE CUSCO AND DEPARTMENT CUSCO, PERIOD 2016“. The delinquent portfolio includes the loans not canceled at the due date, which causes problems in the collection system, therefore the entity raises its strategic collection objectives, which are based on the balance of capital and time in which find the default. The strategic collection objectives set forth procedures that allow the recovery of the loans as past due which are: the credits in normal stage, credits in collection management, credits in judicial collection and the credits punished. Through which seeks to recover the credit of the delinquent portfolio and thus reduce the levels of delinquency, which are accompanied by provisions for uncollectible loans, so that the equity exposure to the credit risk of the financial system shows a varying level in its indicators , the main objective of the investigation is: Describe the situation of the delinquent portfolio and the strategic collection objectives of the municipal savings and credit unit of the San Sebastián Arequipa agency. Cusco The theoretical framework includes the theories used as: The microfinance institutions, the delinquent portfolio and the strategic objectives of collection, the general hypothesis is also formulated: The situation of the delinquent portfolio and the strategic collection objectives of the municipal savings and credit unit of the San Jerónimo Cusco agency for the 2016 period, presents negative results in the case of delinquency and partial compliance with the strategic collection objectives. The results of the investigation are presented in chapter IV, where they are presented in tables and graphs with the respective interpretations, finally the general conclusion is mentioned where the present investigation was arrived as follows: The municipal Savings and Credit Bank Arequipa in the The agency of San Sebastian, at present, keeps its delinquent portfolio that make up all the clients that have overdue their debts and have not paid said debts, which in turn comprises the heavy portfolio plus the refinanced portfolio. The present investigation is concluded as follows: 1.- Among the internal and external determinants of delinquency, which contribute to the non- payment of loans granted by the municipal Caja de Arequipa, agency San Sebastian Cusco, are: Methodology used, Frauds, Institutional culture and external components are: Diseases, Natural disasters, Strikes among others, which contribute to delinquency, as established in the tables and graphs in chapter IV research results such as: In the table and graph No 06 where , it is observed that, of the total of the respondents, they indicate that the level of default of payments by the clients is medium with 59.10%, it is high level with 31.80% and low level with 9.10%. We can indicate that the payments are not optimal there is always a low level delinquency.
