Implementación de una solución Business Intelligence para la Dirección General de Tributación de la Municipalidad Provincial del Cusco.

Abstract

La presente Investigación se originó al ver la necesidad que tiene La Dirección General de Tributación de la Municipalidad Provincial del Cusco por el control de datos y acceso rápido a la información de su dominio, y buscar la manera de automatizar estos procesos de manera inteligente, ya que consta de un historial de registros muy amplio en un sistema con una base de datos orientada al procesamiento de transacciones (OLTP), haciéndose difícil el diseño de reportes y el manejo de estos de manera rápida, dejando de lado tecnologías de procesamiento analíticos, como herramientas OLAP, Data Warehouse entre otras; que podrían dar una serie de beneficios en la calidad de reportes analíticos, al tener esta información disponible los encargados de tomar las decisiones gerenciales pueden centrar el análisis en distintos puntos de vista para tomar las acciones que evalúen y crean convenientes para mejorar la recaudación, manejo y gestión de la entidad. Los Directores, jefes y encargados de área que deseaban acceder a esta información, solicitan a la Oficina de Sistemas la extracción de los datos de la base de datos transaccional para luego volcar esta información en archivos Excel debidamente ordenados, depurados y organizados; este procedimiento manual genera dependencia de la Oficina de Sistemas, la información es generada con altos márgenes de error por ser un proceso manual, la inversión de tiempo en volcar los datos a archivos Excel se convierte en un proceso largo y mecánico, siendo estos algunos de los problemas que podemos nombrar. Tomando en cuenta la necesidad de la Dirección General De Tributación de la Municipalidad Provincial de Cusco, el objetivo principal del presente proyecto es Implementar una Solución Business Intelligence incorporando procesamientos analíticos en las bases de datos y de tal manera mostrar los beneficios de automatización de esta herramienta para los procedimientos antes explicados con información de mejor calidad, confiable y de rápido acceso a los usuarios. El desarrollo de la investigación implicó también el análisis de la situación actual de las bases de datos orientadas a procesamientos transaccionales tomadas como fuentes de datos y como orígenes de información para la construcción del Data Warehouse en la solución realizada.

The present Investigation born when we see the need that has the Dirección General de Tribulation of the Municipalidad Provincial del Cusco for the control of data and quick access to the information, and to look for the way to automate these processes of intelligent way, because exists a very extensive records history accumulate of the information system SIAM with a database oriented to the processing of transactions (OLTP), making it difficult the design of reports and the handling of them in a fast way, leaving aside analytical processing technologies, like tools OLAP, Data warehouse and others; That give a number of benefits in the quality of analytical reports, can have this information available the decision makers, and can focus the analysis on different points of view to take the actions they evaluate and create convenient to improve the collection and management of the entity. Directors, heads and area managers who wish to access this information, they request the Systems Office to extract the data from the transactional database and dump this information into properly sorted, clean and organized Excel files; This manual process generates dependency of the systems office, the information is generated with high margins of error for is a manual process, the time in dump the data to Excel files becomes long and mechanic in this process, being these some of the problems, that we can identify. Taking into account the need of la Dirección General de Tributación of the Municipalidad Provincial del Cusco, the main objective of this project is to Implement a Business Intelligence Solution to incorporate analytical processing in the databases and in such a way to show the benefits of automation of this Tool for the procedures explained above with the best quality information, reliable and quick access to users. The development of the investigation also involved the analysis of the current situation of databases oriented to transactional processing taken as data sources and as the origins of information for the construction of the data warehouse in the solution made.
