Sistema de gestión documental para el Proyecto Especial Sierra Centro Sur –Dirección Zonal Cusco

Abstract

Siendo la gestión documental de la institución (conjunto de etapas procesos que involucran el área Administrativa, legal, y la Dirección) una tarea muy laboriosa por tratarse de una gestión manual se pensó en desarrollar un sistema capaz de minimizar tiempos en la gestión de estos procesos y maximizar la productividad del personal encargado de cada área, por lo que se planteó el objetivo de Desarrollar un “Sistema de Gestión Documental” para mejorar el proceso de control de expedientes y documentos en el Proyecto Especial Sierra Centro SurDirección Zonal Cusco. Las herramientas usadas en el desarrollo del sistema son el lenguaje de programación PHP, mismo que sirve para la elaboración de contenido web dinámico, que se ejecuta en el lado del Servidor Web; este último viene siendo un ordenador en el que se almacena los datos, funciones y métodos para los procesos en la gestión del sistema. La otra herramienta es Laravel. Se trata de un framework para la elaboración de aplicaciones y servicios web con PHP. El sistema está implantado en el área de mesa de partes y en los principales actores dedicados al proceso documentario (Área Legal, Administración, Dirección) de la institución (PESCS), funcionando de la siguiente manera: El Solicitante se acerca a mesa de partes, teniendo a cargo un documento solicitando una petición o algún servicio que pueda ofrecer la institución, esta persona (Secretaria) registra el solicitante en el sistema si es que no está, registra además datos del documento como encabezado, numero de folios, personal a quien va dirigido, para finalmente derivar el documento al área correspondiente, éste revisa y si es necesario responde al documento mismo. La solución fue el de desarrollar e implantar el sistema de Trámite Documentario, para omitir procesos tediosos en cuanto a trámite documentario se refiere, procesos como los de recepcionar expediente, registrar expediente Derivar expediente, denegar expediente, buscar expediente, anexar documento a expediente y otros.

The Applicant approaches a table of parties, having in charge a document requesting a request or some service that the institution can offer, this person (Secretary) registers the applicant in the system if it is not registered, also records data of the document as header, number of pages, staff to whom it is addressed, to finally derive the document to the corresponding area, it reviews and if necessary responds to the same document that registers in the system. The solution was to develop and implement the system of Documentary Processing, to omit tedious processes in terms of documentary processing, processes such as those of receiving files, record file Derive file, deny file, search file, attach document to file.
