The importance of access to housing in our environment has become a priority since it is a fundamental human right and is recognized in many constitutions, the possibility of accessing the property of decent housing, it has been one of the main problems that affects thousands of families, whose incomes are low and their saving capacity is zero. This research addresses the issue related to the impact of the factors that facilitate (interest rate, and amount of credit) and condition (employment, income, price, family burden and wealth) the access of families to MIVIVIENDA credit in the granting of mortgage loans in the province of Cusco from 1999 to 2017. The procedure begins when describing the need for housing and the role of credit emphasizing the main social programs in Perú from the 30s to the present. In the same way, a description is made of the factors that facilitate and condition access to MIVIVIENDA credit in the province of Cusco during the period studied. Finally, for the contracting of the hypotheses raised, an econometric analysis is carried out through which the following conclusions were obtained: Regarding income, it has a direct influence on access to MIVIVIENDA credit, according to the econometric result if the average family income increases by 1%, access to credit would increase by 1.47%. The variables interest rate and construction prices have an inverse influence, so if the interest rate increases by 1%, access to credit would decrease by 1.38% and if the price of the square meter of construction is 1% increase access to credit decreases 0.2%.
