Throughout the history of the Historic Center of Cusco-CHC, there was always talk of the traffic conflict, but almost no mention was made of control or mitigation studies, research projects or analysis to improve our transportation system, mainly in our historic center, which is the main problem due to a purely tourist area and one of the main attraction poles of travel, due to the existence of shopping centers, markets, financial institutions, higher education centers, judicial power, public institutions private that generate an important pole of attraction of trips to this zone in conflict, in addition to its limited road infrastructure, for this reason that this research was carried out, in order to contribute to society. This project was mainly aimed at the evaluation and optimization of vehicular flows and phase times of the traffic lights of 21 intersections, 11 traffic lights and 10 non-traffic signals, located in the CHC; where the collection of vehicle volumes and semaphore phase times was carried out, as a source of information for the modeling, through the use of a macroscopic modeling software (SYNCHRO 9), thus determining the road capacity and service levels of the current situation and later the optimization, this with the purpose of proposing improvements in the intersections of the investigated sample of the CHC. A new system was proposed with new solution alternatives, such as the creation of 02 overpasses at critical intersections, accompanied by the optimization of the traffic light phases, and thus a new optimized system was created. As a result of the evaluation and optimization of the 21 intersections, it was possible to improve 6 intersections for the service levels and 03 intersections for the road capacities. As a contribution of this research it is recommended to conduct simulation studies at the microscopic level and also the synchronization and automation of the intersections with traffic signals, in addition to improving the road infrastructure, proposing 02 overpasses in the intersections proposed in this investigation.
