This research work entitled “FACTORS INTERVENING IN THE PROCESS OF THE LIQUIDATION OF PUBLIC WORKS IN THE PROVINCIAL CUSCO MUNICIPALITY, PERIOD 2018“, sought to identify the problem of What are the factors involved in the process of liquidation of public works in the Provincial Municipality of Cusco, 2018 period where it had as its main objective: Describe the factors involved in the process of liquidation of public works in the Provincial Municipality of Cusco, period 2018. And as a hypothesis: The factors involved in the process of liquidation of public works in the Provincial Municipality of Cusco, 2018 period; they are the supporting documentation, valuation of work and rendering of expenses. According to Directive N ° 415 - 2011 - “Execution of public works by the modality of Direct Administration - Provincial Municipality of Cusco” conceptualizes the liquidation of public works as the modification of the real cost of the execution of the project. A quantitative approach investigation was applied, with a non-experimental research design, a level of descriptive scope using the survey as a technique and the questionnaire instrument. It was obtained as a result according to table 25 that the Physical and Financial liquidation of public works in the Provincial Municipality of Cusco, 2018 period, is mostly affected by the Financial liquidation process being qualified as “affected” by reason of the Management of Liquidation of Public Investment projects, does not carry out an adequate and correct revision of the Pre-liquidation which includes all the source documents for its liquidation, that is, most of the works liquidations are paralyzed because they do not have the documentation ordered and complete for the respective process; With respect to the Physical liquidation, this process is carried out in an “adequate“ way, since the pre- liquidation mostly complies with all its source documents for its respective liquidation. Finally, it was concluded that the works are not settled on time due to incomplete documentation and its regulations and the lack of one or more documents in the Pre- liquidation delayed and makes it impossible to present the Physical and Financial liquidation, which is reflected in the report. end of settlement. On the other hand, the Directive of the Provincial Municipality of Cusco is not up to date, which limits the liquidators for presenting many gaps, difficulties, delays, being harmed and preventing progress.
