Procedimiento de contratación del contrato administrativo de servicios en la Municipalidad distrital de Pisac - Cusco 2014.

Abstract

El presente trabajo de investigación, tuvo como objetivo, analizar el Procedimiento de Contratación del Contrato Administrativo de Servicios (CAS) en la Municipalidad Distrital de Pisac. Las técnicas utilizadas fueron la observación documental y la encuesta. Los instrumentos utilizados fueron una Ficha de Registro Documental y un Cuestionario. Los resultados de la investigación nos demuestran que en el Procedimiento de Contratación del Contrato Administrativo de Servicios se cumplió parcialmente la normatividad (93.75%). La etapa preparatoria no se cumplió (100%). En la etapa convocatoria SÍ se cumplió con publicar las generalidades (96.8%), y los detalles de la documentación a presentar (93.75%), se cumplió parcialmente con publicar el perfil del puesto (68.7%), las condiciones esenciales del contrato (98.4%), el cronograma y etapas del proceso (93.75%), los factores y características de la etapa de evaluación (59.35%), y no se publicaron las características del puesto y/o cargo (100%). En la etapa Selección, se tomó en cuenta solo a quienes cumplen los requisitos mínimos del perfil del puesto en el 64.1% de los casos. Se cumplió parcialmente con la Evaluación curricular y la Entrevista personal (93.75%), y sí se cumplió con la publicación de resultados (90.63%). En la etapa de suscripción y registro se cumplió con los lineamientos exigidos en la normatividad (92.2%).

The present research work , was aimed to analyze the Hiring Procedure of the Administrative Contract of Services (CAS) in the District Municipality of Pisac. Used techniques were Documentary Observation and the Survey. Used instruments were a Documentary Record form and a Questionnaire. The research results show us that in the Hiring Procedure of the Administrative Contract of Services, regulations were partially fulfilled (93.75%). The preparatory stage is not fulfilled (100%). The announcement stage, was fulfilled in publishing the generalities (96.8%) and the details of the documents to be submitted (93.75%), was partially fulfilled in publishing the job profile (68.7%), the contract essential terms (98.4%), the schedule and process stages (93.75%), the evaluation phase factors and characteristics (59.35%), and the job characteristics were not published (100%). In the selection stage, were taken into account only those who met the minimum requirements of the job profile in 64.1% of cases. It was partially fulfilled with the curricular evaluation and personal interview (93.75%), and fulfilled with the results publication (90.63%). At the signature and contract registration stage, 92.2% of cases followed the guidelines prescribed in the regulations Keywords: Hiring Procedure – Administrative Contract of Services.
