Crime and violence in the world today constitute a major social and political problem, requiring the need to implement concrete measures to reduce urban violence in the main cities of the country, in particular against common crime, the effects of which are on the entire population. Citizen insecurity in Peru is a visible problem and affects all sectors of the economy and society, a problem recognized by the political agendas and recurrent in the daily demands of the citizen. In recent years the perception of citizen insecurity in the departments of Peru has increased, people no longer feel safe and affect their way of life and therefore the economy and welfare, the department with high perception of insecurity is La Libertad with 91.9% followed by Tacna with 91.9% and the department of Cusco with 89.7%. Although the appearance of high levels of violence in Peru is relatively recent, it is concerned about its rapid increase. The question that arises throughout this work is How does the citizen's insecurity affect the economic context of the departments of the country? This study seeks to increase the evidence of the relationship of citizen insecurity and the economy and welfare of departments. Recent victimization studies indicate that insecurity is for Peruvians the first factor that makes economic progress impossible. This thesis makes the diagnosis and analysis of the incidence of citizen insecurity in the economy and welfare in the departments of Peru in the period 2011-2014; where an econometric model is presented to explain the degree of incidence in the following indicators: expenditure on public order and security, average monthly income, regional competitiveness index and poverty index. These indicators were used and compared to show their behavior in the departments of Peru; therefore, each department has different economic and social characteristics. In order to understand the magnitude of citizen insecurity, it is necessary to understand that not only does it affect the tranquility and security of the population, which would be a sufficient factor to combat this phenomenon, and insecurity against the economic interests of governments and people. In recent years, the incidence of citizen insecurity has generated great controversy, being considered as one of the most serious problems of society and government, generating mainly that greater resources are destined to combat this problem and leaving aside those who also affect the welfare of the population. Research shows that citizen insecurity has a positive effect on Public Order Spending and Security and negatively on average monthly income and the Regional Competitiveness Index.
