Incidencia de la inseguridad ciudadana en la economía y bienestar de los departamentos del Perú en el periodo 2011-2014.

Abstract

La criminalidad y violencia en el mundo constituyen en la actualidad un problema político social de primer orden, que exige la necesidad de implementar medidas concretas para disminuir la violencia urbana en las principales ciudades del país, en particular contra la delincuencia común, cuyos efectos los padece transversalmente toda la población. La inseguridad ciudadana en el Perú es un problema visible y afecta a todos los sectores de la economía y de la sociedad, un problema por demás reconocido en la agenta política y recurrente en las demandas cotidianas del ciudadano. En los últimos años la percepción de inseguridad ciudadana en los departamentos del Perú se ha incrementado, las personas ya no se sienten seguras afectando así a su modo de vivir y por lo tanto a la economía y bienestar, el departamento con mayor percepción de inseguridad es La Libertad con 91.9% seguido de Tacna con 91,9% y se tiene al departamento del Cusco con un 89.7%. . Si bien la aparición de altos niveles de violencia en el Perú es relativamente reciente, preocupa su rápido incremento. La pregunta que se plantea a lo largo de este trabajo es ¿Cómo afecta la inseguridad ciudadana el contexto económico de los departamentos del país? Este estudio busca incrementar la evidencia de la relación que posee la inseguridad ciudadana y la economía y bienestar de los departamentos. Estudios recientes de victimización señalan que la inseguridad es para los peruanos el primer factor que imposibilita el progreso económico La presente tesis realiza el diagnóstico y el análisis de la incidencia de la inseguridad ciudadana en la economía y bienestar en los departamentos del Perú en el periodo 2011-2014; donde, se plantea un modelo econométrico para explicar el grado de incidencia en los siguientes indicadores: gasto en orden público y seguridad, ingresos promedio mensual, índice de competitividad regional e índice de pobreza. Estos indicadores fueron empleados y comparados para mostrar su comportamiento en los departamentos del Perú; pues, cada departamento tiene diferentes características económicas y sociales. Para entender la magnitud de la inseguridad ciudadana, es necesario comprender que no solo afecta la tranquilidad y seguridad de la población, que sería un factor más que suficiente para combatir este fenómeno, además la inseguridad atenta contra los intereses económicos de los gobiernos y de las personas. En los últimos años, la incidencia de la inseguridad ciudadana ha generado grandes controversias, siendo considerado como uno de los más graves problemas de la sociedad y del gobierno, generando principalmente que se destinen mayores recursos para combatir este problema y dejando de lado a aquellos que también aquejan al bienestar de la población. La investigación demuestra que la inseguridad ciudadana incide positivamente en el Gasto en Orden Publico y Seguridad y negativamente en el ingreso promedio mensual y en el Índice de Competitividad Regional.

Crime and violence in the world today constitute a major social and political problem, requiring the need to implement concrete measures to reduce urban violence in the main cities of the country, in particular against common crime, the effects of which are on the entire population. Citizen insecurity in Peru is a visible problem and affects all sectors of the economy and society, a problem recognized by the political agendas and recurrent in the daily demands of the citizen. In recent years the perception of citizen insecurity in the departments of Peru has increased, people no longer feel safe and affect their way of life and therefore the economy and welfare, the department with high perception of insecurity is La Libertad with 91.9% followed by Tacna with 91.9% and the department of Cusco with 89.7%. Although the appearance of high levels of violence in Peru is relatively recent, it is concerned about its rapid increase. The question that arises throughout this work is How does the citizen's insecurity affect the economic context of the departments of the country? This study seeks to increase the evidence of the relationship of citizen insecurity and the economy and welfare of departments. Recent victimization studies indicate that insecurity is for Peruvians the first factor that makes economic progress impossible. This thesis makes the diagnosis and analysis of the incidence of citizen insecurity in the economy and welfare in the departments of Peru in the period 2011-2014; where an econometric model is presented to explain the degree of incidence in the following indicators: expenditure on public order and security, average monthly income, regional competitiveness index and poverty index. These indicators were used and compared to show their behavior in the departments of Peru; therefore, each department has different economic and social characteristics. In order to understand the magnitude of citizen insecurity, it is necessary to understand that not only does it affect the tranquility and security of the population, which would be a sufficient factor to combat this phenomenon, and insecurity against the economic interests of governments and people. In recent years, the incidence of citizen insecurity has generated great controversy, being considered as one of the most serious problems of society and government, generating mainly that greater resources are destined to combat this problem and leaving aside those who also affect the welfare of the population. Research shows that citizen insecurity has a positive effect on Public Order Spending and Security and negatively on average monthly income and the Regional Competitiveness Index.
