This research work is developed within the branch of Transportation (Traffic Engineering) focused on the main roads of the town of Urubamba - Cusco, within these the Av. Ferrocarril is in an urban area; that at the same time is a national road PE 34B with a rural behavior. For this research, the HIGHWAY CAPACITY MANUAL methodology (HCM 2010) has been applied, due to the lack of a national standard, reflecting the low levels of service that are perceived daily, especially during peak hours, where there are prolonged congestion. The PAVEMENT CONDITION INDEX (PCI) methodology was also used to assess, quantify and catalog the existing faults in the pavements. With these 2 results obtained (service level according to HCM 2010 and PCI method); the level of service and serviceability is a joint evaluation, analysis and comparison to determine a category LEVEL OF SERVICE for each path that is reflected in the study scenario, with the final result of a level of service category “E“ for Avenue Ferrocarril section 01, section 02 and section 03, Avenue Torrechayoc has a category “C“ and Shred Comercio a category “C“. And a serviceability based on the PCI, for the case of Av. Ferrocarril stretch 01 of 33%, Av. Ferrocarril stretch 02 of 48%, Av. Ferrocarril stretch 03 of 32%, Av. Torrechayoc of 39% and Jr. Comercio de 41%
