The present thesis, entitled: “Health Care in the Emergency Area of the Regional Hospital of Cusco and respect for the dignity and human rights of users”, has as its general objective: to establish the reasons why the treatment provided by the medical staff of this hospital is deficient. Also, to analyze and interpret that the poor treatment by the medical and administrative staff in the emergency area of the Regional Hospital of Cusco violates the dignity and human rights of users and to establish which human rights are affected by the poor treatment provided by the medical and administrative staff in the aforementioned area. The research work is of a basic type, also known as scientific research or pure research, since it is oriented to provide the theoretical and conceptual foundations to the problem posed, with a descriptive-explanatory level, since the categories that make up the problem will be described as they have been observed and as for the research design, it is experimental, cross-sectional and qualitative approach. Thus, in order to establish the reasons why the treatment provided by the medical and administrative staff in the emergency area of the Hospital Regional del Cusco is deficient, a survey was designed for both the public and the hospital staff. In the case of the users, a simple random sampling was used and in the case of the employees of the Hospital Regional del Cusco, a stratified sampling was used, since data was obtained from the personnel working in the hospital and from this, the people surveyed were selected. A survey was taken of 100 users at different times, and regarding user satisfaction, 97% of the users stated that they felt that their rights had been violated at the Regional Hospital of Cusco in relation to the treatment of the medical or administrative staff. A survey was also taken of 21 members of the administrative staff, of whom 75.7% consider that the workload is high and that this is one of the factors that contribute to stress in the work environment, affecting their willingness to provide positive treatment. In addition to this, 81.1% stated that 81.1% do not know of any specific policy or process to foster a more collaborative work environment and friendlier treatment. On the other hand, 21 members of the Medical Staff were surveyed and 75.6% consider that the lack of resources or adequate equipment impacts their ability to provide quality care and 78.3% consider that administrative and bureaucratic demands affect their willingness to provide warm and understanding treatment, and 81.4% of the medical staff consider that the lack of recognition or incentives may affect morale and the treatment offered to patients. However, 91.9% of the medical personnel consider that there is some aspect of the work environment that, from their perspective, could be improved to promote a more positive and efficient treatment in the medical field.
