Evaluación de la aplicación y cumplimiento de las normas en gestión de residuos sólidos de la Municipalidad Distrital de San Sebastián - 2019

Abstract

El proyecto de investigación tiene por objetivo general el evaluar el nivel de cumplimiento y aplicación de la normatividad a la gestión de residuos sólidos en la municipalidad distrital de San Sebastián; donde los objetivos específicos apuntan a verificar el cumplimiento de las normas por parte de la municipalidad de San Sebastián, así como también pretende determinar el nivel de cumplimiento de las normas al personal asignado a la gestión ambiental y de residuos sólidos y a su vez establecer los factores que determinan el cumplimiento de la norma en la gestión de residuos sólidos, todo ello con el fin de evaluar la gestión municipal en lo que respecta al cumplimiento de normas ambientales y que esto a su vez optimice la calidad de servicio a la ciudadanía.

Se postuló como hipótesis general: “La municipalidad distrital de San Sebastián presenta un nivel de cumplimiento acorde a la normatividad de gestión de residuos sólidos”. Se desarrolló en el marco teórico las diferentes teorías que sustentan el presente trabajo de investigación y que fundamentan la importancia de tener conocimiento en relación a la normativa si es que se trabaja dentro del aparato municipal. El trabajo de investigación es cualitativo documental y de campo. La discusión de los resultados se realizó a través de la argumentación jurídica. Las hipótesis fueron validadas, y las principales conclusiones.

The research project has the general objective of evaluating the level of compliance and application of the regulations to solid waste management in the district municipality of San Sebastian; where the specific objectives aim to verify compliance with the regulations by the municipality of San Sebastian, as well as to determine the level of compliance with the regulations for the personnel assigned to environmental and solid waste management and in turn establish the factors that determine compliance with the standard in solid waste management, all with the aim of evaluating municipal management with regard to compliance with environmental standards and which in turn optimizes the quality of service to citizens.

It was postulated as a general hypothesis: “The district municipality of San Sebastian presents a level of compliance in accordance with the solid waste management regulations.“ In the theoretical framework, the different theories that support the present research work were developed and that justify the importance of having knowledge in relation to the regulations if it is working within the municipal apparatus. The research work is qualitative documentary and field. The discussion of the results was carried out through legal argumentation. The hypotheses were validated, and the main conclusions
