The present thesis work entitled: Approach to improvements and analysis of the geometric design, traffic control devices and vehicular flow of the accident rate of the National Highway PE-3S of the section Cusco - Urcos, estimated through the application of the Peruvian road safety manual (MSV -2017) and the HSM methodology (2010). It consists of determining the analysis of the influence of geometric characteristics, control devices and traffic intensity on the accident rate, the analysis was carried out in a total of 38,347 km of road infrastructure on the National Highway PE-3S of the section Cusco - Urcos, according to the variables mentioned, for which it was divided into segments that are based on the characteristics of the road, evaluating the incidence of accidents due to the deficiencies that this road presents. With the Road Safety Manual, road safety problems were sought and identified using a Checklist that contains the parameters that were evaluated and determining the results, it is verified that they comply with the minimum radius by 99% and do not comply in 1%, control devices are in good condition in 85% and in poor condition in 15% while the predictive method of the HSM 2010 for two-lane rural highways seeks to obtain the average frequency of expected accidents based on the characteristics of the road, to then apply the empirical Bayes method using the observed accidents to obtain in a first analysis the calibration factor of the section studied (C=0.48) which allows a second analysis with changed road conditions (proposals improvement) in order to reduce the number of expected accidents. Finally, the comparison of results obtained from the HSM methodology on the current conditions of the road and the proposals for improvement is made, also considering the results obtained from the Road Safety Manual that shows the deficiencies of the road in a general approach, inferring that the Peruvian methodology is qualitative and only performs a general analysis of the road and the American HSM methodology is not very well known in our country, the application of the manual, only in theses, is quantitative, allowing analysis of the road to predict road accidents. traffic that may occur according to road conditions, which is why it should be implemented in the road construction process in order to mitigate the accident problem.
