La falta de implementación de la política ambiental local en la municipalidad provincial de Calca y los incendios forestales.

Abstract

Los incendios forestales en los cerros del Distrito de Calca son eventos que se suscita con mucha frecuencia, cuya intensidad va aumentando año tras año; sus efectos en la flora, fauna y en el medio ambiente son preocupantes que requieren ser estudiados y comprendidos para tomar decisiones acertadas. El presente estudio tiene como objetivo determinar si la falta de implementación de la Política Ambiental Local en la Municipalidad Provincial de Calca es un factor determinante para que se ocasionen los incendios forestales, así como Identificar las dificultades que se le presenta a la Municipalidad Provincial de Calca para implementar la Política Ambiental Local e identificar las causas que originan los incendios forestales en Distrito de Calca. Con una metodología cualitativa que se enfoca en comprender los fenómenos, explorándolos desde las experiencias de los funcionarios de la Municipalidad Provincial de Calca y de los pobladores de la Comunidad de Rayampata de acuerdo a las categorías de estudio. Se realizó las entrevistas a los gerentes y en algunos casos a los sub gerentes de las Municipalidades de Calca, Lares, Lamay, Coya y Pisac, para saber si se viene trabajando bajo la implementación de la Política Ambiental Local. Finalmente se llegó a la conclusión que, en la Municipalidad Provincial de Calca no se viene trabajando bajo la implementación de la Política Ambiental Local, Se ha demostrado que existe limitaciones para implementar la Política Ambiental Local tal es, el limitado presupuesto para trabajos y proyectos ambientales, limitado compromiso de los alcaldes en temas ambientales, constante rotación del personal. Así mismo se pudo demostrar que no se efectúan capacitaciones en las comunidades para realizar las quemas. Por estas razones se siguen suscitando constantes incendios forestales en el Distrito de Calca.

Finally, it was concluded that the Provincial Municipality of Calca has not been working under the implementation of the Local Environmental Policy. It has been demonstrated that there are limitations to implement the Local Environmental Policy, such as the limited budget for environmental works and projects. limited commitment of the mayors in environmental issues, constant rotation of the staff. Likewise, it was possible to demonstrate that no training is carried out in the communities to carry out the burning. For these reasons, there are still constant forest fires in the District of Calca.
