Citizen participation in environmental management takes place through various channels: consultation processes, information access portals, environmental complaints platforms, complaint mailboxes, among others. However, in Peru, these channels are often beyond the reach of the greater part of the population. This causes citizen participation in environmental management to be scarce, ultimately leading to mobilizations, strikes and blockages, which helps to explain that 62.1% of social conflicts at a national level are of a “socio environmental” nature (September 2023). It is in this context that, 25 years ago, Citizen Monitoring and Surveillance Programs (CMSP, sometimes under other names) appeared with the purpose of creating spaces in which citizens, the State and the private sector can discuss and participate in environmental management. However, they have not always been successful or have translated into effective participation of local stakeholders. National regulations and, especially, Environmental Management Instruments (EMIs), have since evolved to require the implementation of these initiatives. The present monograph analyzes the theoretical and legal framework, the state of the art and the history of this mechanism in our country and, in particular, in the energy sector. Likewise, an evaluation of 5 citizen participation programs in environmental monitoring is made - mainly through the author's experience - to study which are the main factors towards deciding how participative a PMVC should be and, finally, propose practical solutions to the problem. The monograph concludes that it is not precisely the regulatory requirements that promote greater participation, but rather the strategic decision to make environmental monitoring – in an institutionalized and orderly fashion - a pillar of the social management of such projects.
