Resumen: El presente trabajo de Suficiencia Profesional describe la actividad profesional
que he desempeñado, como Desarrollador Senior.
Cuando asumí el cargo de Desarrollador no se encontró con alguien en ese
puesto y los software que se habían producido no contaban con documentación
ni con los repositorios de los códigos fuente, a partir de esto se comenzó a
organizar todos los proyectos que se iban a desarrollar.
Durante el 2021 el presidente de la Corte Superior de Justicia de La Libertad se
da cuenta de una realidad, no se cumplía el derecho de acceso a la información
pública como política de transparencia judicial y que incluso el Consejo Ejecutivo
del Poder Judicial contaba con normas y procesos administrativos para la
publicación de alguna de esta información, pero solo dentro de la institución y no
hacia el público.
El proyecto Data Judicial, tiene como objetivo dar a conocer a los señores
magistrados, auxiliares jurisdiccionales y público en general de una manera fácil,
sencilla, oportuna y en línea sobre la producción mensual de los procesos
principales resueltos en trámite, cumplimiento de metas y la calidad de
resoluciones judiciales de los órganos jurisdiccionales de la Corte Superior de La
Libertad.
Los inconvenientes que se nos presentaban durante este proceso fueron varios,
uno de ellos fue el rechazo de algunas personas dentro de la institución a que
esta información se haga pública porque podría exponer a los jueces a las
opiniones públicas referidas al rendimiento del mismo, pero el principal
inconveniente fue la forma de obtención de estos datos, ya que se contaban con
reportes individuales por juzgados y era tedioso juntar esa información para el
personal encargado de obtener esta información.
Es por ello, que se desarrolló un método en el cual se obtendrían la producción
de estos órganos jurisdiccionales con campos como sentencias, autos,
demandas improcedentes, apelaciones, etc.

Durante el desarrollo de este proyecto, a nivel general, se tuvo que recopilar
información relacionado a todo hito, que es un indicador medible dentro del
Sistema Integrado judicial, asociado a los órganos jurisdiccionales y determinar
si formar parte o no de la producción para que forme parte de la información o
publicar.
Para el adecuado análisis de toda esta información recopilada se usaron
herramientas de obtención y análisis de datos, se comparó la información
obtenida con la información oficial que se publica en el Formulario Estadístico
Electrónico para verificar su validez.
En la actualidad, se continúa realizando el mantenimiento del software, se han
realizado mejoras que incluyen manejo de información que no se contempló al
inició del proyecto como metas, tipo de juzgados, obtención del reporte
directamente del Sistema Integrado Judicial mediante una consulta a un servicio
que está desplegado en la WAN y es accesible desde cualquier parte.
A partir de los datos obtenidos mediante el proyecto Data Judicial, las áreas
encargadas de velar por la evaluación de los órganos jurisdiccionales se utilizó
para la toma de decisiones relevantes como el cambio de jueces para los que
suelen tener un rendimiento bajo, el exigir una mejora en la producción en los
que están debajo de la meta y las felicitaciones para los que cuentan con las
metas alcanzadas.
The present work of Professional Sufficiency describes the professional activity that I have been working on, as a Senior Developer. The objective of the Data Judicial project is to inform magistrates, judicial assistants and the general public in an easy, simple and especially online way about the monthly production of the main processes, it has many phases as resolved, in process, incompliance with goals and the quality of judicial resolutions of the courts of the Corte Superior de Justicia de La Libertad. The inconveniences that we found during this process were several, one of them was the refusal of some people within the institution to make this information public because it could expose the judges to public opinions regarding its performance, but the the main drawback was the way to obtain this data, since there were individual reports by courts and it was tedious to gather this information for the personnel in charge of obtaining this information. That is why a method was developed in which the production of these jurisdictional courts would be obtained with fields such as sentences, orders, unfair claims, appeals, etc. During the development of this project, at a general level, information related to all milestones had to be collected, which is a measurable indicator within the Sistema Integrado Judicial, associated with the jurisdictional court and to 9 determine whether or not to form part of the production so that it forms part of the production process. part of the information or to publish. For the proper analysis of all this information collected, data collection and analysis tools were used, the information obtained was compared with the official information published in the Formulario Estadístico Electrónico to verify its veracity.
